关于举办2026年全国高校商业精英挑战赛创新创业竞赛校赛的通知

font-size: 19px;"><span style="font-family: 宋体;">&nbsp;&nbsp;&nbsp; 命题组参赛团队可结合《中共惠州市委关于制定惠州市国民经济和社会发展第十五个五年规划的建议》中指出的，关于惠州市国民经济和社会发展第十五个五年规划重点建议进行创新创业构思与商业计划书撰写。省委、省政府明确赋予惠州“经济大市”地位，支持其打造广东高质量发展新增长极和建设环南昆山一罗浮山引领区。当前惠州坚定扛起经济大市责任担当，围绕“万亿GDP、千万级人口城市”目标，紧扣省委“1310”部署，聚焦推进制造业与服务业协同发展、人工智能赋能“2+1”现代产业体系、对外贸易高质量发展助力高水平对外开放，立足当下惠州建设环南昆山一罗浮山引领区、大力发展人工智能和机器人产业及以稔平半岛为支点争创省级海洋经济高质量发展实验区等重大机遇。</span></span></p> <p style="color: rgb(0, 0, 0); font-family: 方正仿宋_gb2312; font-size: 19px;"><span style="font-family: 宋体;">&nbsp;&nbsp;&nbsp; 营销模拟决策赛道为团体赛形式进行线上软件模拟，竞赛指定竞赛平台为“数据营销决策分析软件”，该软件是北京云泽科技有限公司开发的仿真经营教学系统。公司经营包括三个区域，分别是东部区、中部区和西部区，公司在每个区域都设有工厂，每个工厂可以生成公司的全部产品，并分发到区域各地的仓库。经营团队角色包含总经理、人力资源总监、销售总监、研发总监、生产总监、财务总监，分别负责竞赛团队的各项职能。</span></span></p> <p style="color: rgb(0, 0, 0); font-size: 19px;">&nbsp;&nbsp;&nbsp; 经营团队的每个角色都可以为自己负责的部分进行决策，最后统一由总经理提交相应季度的决策值。经营团队的每个角色根据自己的角色任务，分别进行市场调查、信息收集、市场预测、环境分析、企业内部信息分析等工作，在经过团队各成员间不断的沟通、讨论、研究等集体决策的程序，最终形成一组代表公司现阶段经营方向的决策值，在需求不断变化的动态市场环境中与其他公司进行竞争性博弈，在相互竞争中，通过此竞赛，参赛选手将接受关于销量预测、研发规划、生产布局、定价策略、销售渠道优化、销售团队管理、广告投放策略、财务分析、市场动态和行业协会趋势等方面的直观、全面的实践训练。</span></p> <p style="color: rgb(0, 0, 0); -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 黑体; font-size: 21px;">一、严格开展安全风险排查</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">各学院（系）须定期组织各专业与相关实习单位联合排查，排查应覆盖所有实习环节（含集中实习与分散实习），包括不限于实习岗位操作风险、自然灾害与意外事件风险、财产与信息安全风险、心理与社交安全风险、法律与合规风险等内容。其中实习岗位操作风险是最核心的风险，包括不限于：</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">1.机械伤害风险：常见于制造、维修、建筑等需操作设备的岗位，指被机械设备绞、碾、碰、割、切、压等造成的伤害。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">（1）卷入与绞伤：长发、宽松衣物、围巾、手套、项链等被设备的旋转部位（如传动轴、皮带轮）卷入。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">（2）切割与挤压：在操作车床、冲压机、剪板机等时，若分心（如看手机）、违规操作，极易造成断指等严重伤害。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">（3）飞溅物打击：操作设备时，未按要求佩戴护目镜，被飞出的金属屑、碎片击中，可能导致眼睛等部位受伤。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">2.高处坠落与物体打击风险：常见于建筑、维修、电力、矿业等需高空作业或在其下方工作的岗位。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">（1）高处坠落：在2米以上高处作业时，因防护设施不牢（如格栅板脱落）、未系安全带、踩踏不稳固物体等导致坠落。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">（2）物体打击：在高处作业区域下方，被掉落的工具、材料或杂物砸伤。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">3.触电风险：任何涉及电气设备操作、维护或在裸露电线环境中工作的岗位均需警惕。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">（1）直接触电：接触裸露的电线、破损的绝缘层或带电的金属外壳。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">（2）间接触电：在潮湿环境（如设备清洗时）操作电器，或因设备漏电而触电。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">4.化学与生物危害风险：常见于化工、制药、材料、生物、医疗等实验室或生产岗位。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">（1）化学灼伤与中毒：接触强酸、强碱等腐蚀性、有毒化学品。如操作不当，可能导致皮肤灼伤、吸入有毒气体。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">（2）火灾与爆炸：操作易燃易爆化学品时，若遇明火、静电或操作失误，可能引发火灾爆炸。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">（3）生物感染：在医疗、生物岗位，可能接触病原体，面临感染风险。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">5.其他物理性危害</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">（1）高温烫伤：接触高温蒸汽、设备表面或进行焊接等作业时可能发生。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">（2）噪声损伤：在强噪声环境（如冲压车间）中长期工作，不佩戴耳塞可能导致听力下降。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">（3）粉尘与辐射：在粉尘环境或涉及辐射的岗位，不佩戴相应防护用具可能引发职业病。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">6.违规操作与超范围工作风险</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">（1）从事高危岗位：被安排到国家明令禁止或存在明显安全隐患的高危岗位实习。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">（2）超时超强度劳动：被要求从事夜班、超时或超强度的劳动。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">（3）承担不合理职责：被要求代签重要文件、参与高风险商业活动等超出实习协议范围的工作。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">各学院（系）须参考以上内容框架，结合学科专业特色及具体实习内容及方式，依据国家安全生产、职业健康、劳动保护等专业安全标准逐项列出细化每个风险点对照检查，并针对每个风险点列出安全预案措施，确保排查工作科学规范、不留死角。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">在每年春季学期第一周完成当年实习实践相关教学课程的《安全风险隐患排查清单及安全预案》的编制与备案工作。《安全风险隐患排查清单及安全预案》须由学院领导、相关企事业单位责任人员、任课教师（带队教师）三方确认签字，并经学院和实习单位双方盖章后报送教务处备案。未经安全风险排查或排查未通过的实习项目原则上不得组织实施。</span></p> <p style="line-height: 35px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 黑体; font-size: 21px;">二、落实安全教育和培训方案</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">各学院须制定《实习前安全教育和培训方案》，并在每年春季学期第一周内将方案报送教务处备案。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">培训内容须涵盖安全生产、消防安全、交通安全、网络安全、现场操作安全规程、紧急避险与自救互救、传染病防护、特殊天气防范应对等。各学院应督促实习单位在学生进入实习现场前，结合具体实习内容，有针对性地做好安全生产教育和现场危险源告知等安全教育。未经安全生产教育和培训合格的学生不得参加实习。培训过程须有完整记录。</span></p> <p style="line-height: 35px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 黑体; font-size: 21px;">三、落实实习责任保险购买</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">鉴于我校学科覆盖面广、实习类型差异大的实际情况，实习责任险由各学院根据专业特点和实习安排自行决策购买公司及品种。责任保险范围应覆盖实习活动的全过程。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">各学院须为实习学生购买实习责任保险，严禁由学生个人自行购买或由中介机构代为购买。保险购买记录（含投保学生名单、保险险种、保险期限、保单复印件等）须报送教务处备案。严禁安排未购买实习责任险的学生参加实习。</span></p> <p style="line-height: 35px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 黑体; font-size: 21px;">四、强化督导检查与质量评价</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">各学院督导委须定期组织实习实验等实践教学环节的安全风险检查、后勤保障检查和实习实验质量评价工作。学校督导委后续也将组织相关督导检查，共同筑牢实习实践管理底线。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">检查重点包括不限于：1.学院实习安全管理规章制度是否健全并落实到位；2.实习单位资质与安全保障、后勤保障等条件是否符合要求；3.学生实习安全日报、周报等制度是否建立并有效运行；4.校企实习指导教师是否切实履行安全管理职责；5.实习实验教学质量是否达到人才培养目标要求。</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 仿宋_gb2312,fangsong_gb2312; font-size: 21px;">各学院应建立“发现问题—分析原因—采取措施—评估成效”的闭环管理机制，并定期总结形成书面报告，及时报送教务处。</span></p> <p style="line-height: 35px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); font-family: 黑体; font-size: 21px;">五、工作要求</span></p> <p style="line-height: 35px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="color: rgb(0, 0, 0); 关于组织教师参加“超星杯”第八届全国高校混合式教学设计创新大赛的通知
