However, when he did according to the report by investigators who analyzed the audio, he confirmed that the plan would indeed go ahead: they would open markets in those three countries, starting with Israel, and divide up the territories as opportunities arose.</p><span><a name='more'></a></span><p>"El Mero Mero" Hernán Domingo Ojeda López, the godfather and uncle of Ovidio Guzmán Lopez, was arrested in December 2024. According to FGR records, his organization had been discussing the possibility of diversifying its market beyond the United States for months until the end of 2023.&nbsp;</p><p>The three countries mentioned appear at least twice in the intercepted communications, suggesting that the idea was not brought up in passing, but rather revisited and discussed at various times over several weeks.&nbsp;</p>Countries like Jordan, Israel, and New Zealand, in fact, were geographically closer to the Chinese supply route than the United States, the cartel's traditional market.<div><br /></div><div><div>A report from the Federal Center for Criminal Intelligence, dated December 2023, located the destination of the supplies: “The trafficking of precursors for fentanyl originates in China, entering through seaports such as Mazatlán and Topolobampo.”</div><div><br />The words they used to refer to the drug were simply “blue,” “purple,” “white,” or “green,” never fentanyl. In another audio recording cited in the FGR file that forms part of the injunction, one of the Sinaloa Cartel operatives even compared it to a formal business: “We are like a company, a company with business operations; in recent days, it wasn't profitable because prices are falling and we weren't making much profit, it wasn't profitable.”<br /><br />When the organization referred to “Los Angeles,” “The Towers,” or “Disney” in code, it wasn’t just talking about tourist destinations. According to the indictment, these nicknames disguised or concealed real U.S. cities where the network distributed fentanyl produced in Sinaloa: Los Angeles, Chicago, New York, Atlanta, New Jersey, Connecticut, Massachusetts, North Carolina, South Carolina, Jacksonville, Bakersfield, Arizona, and Ohio, among others.</div><div><br />The group produced fentanyl in clandestine laboratories n the municipalities of Pericos and Culiacán, Sinaloa. From there, it was packaged and transported to Mexicali, Baja California, where the person in charge of “providing the logistics for the drug crossing into the United States” coordinated its departure across the border at Calexico.&nbsp;</div><div><br /></div><div>The fentanyl packages were then hidden among drums of caustic soda and in metallized bags, to cross the Mexicali-Calexico border into the United States.</div><div><br /></div>According to the file, the supplies for producing fentanyl, caustic soda, benzene, methylene, were purchased in China. Each group has aligned itself with a major Mexican drug cartel: Los Choneros with the Sinaloa Cartel and Los Lobos with CJNG. These competing alliances have connected Ecuadorian criminal groups to broader transnational trafficking networks and intensified competition over ports, trafficking corridors, and local territory, contributing to levels of violence increasingly comparable to those seen in some regions of Mexico.</span></p><p class="MsoNormal"><span style="font-family: Arial; font-size: 10pt;"><b>Pressure, Disruption, and Adaptation</b></span></p><p class="MsoNormal"><span style="font-family: Arial; font-size: 10pt;">Ecuador remains a key transit hub for cocaine trafficking networks supplying global markets, with cocaine seizures at sea rising to 124 tons, compared with 99.4 tons in 2025. The increase demonstrates the enormous scale of cocaine moving through Ecuadorian maritime routes, although higher seizures do not necessarily indicate a decline in trafficking itself; they may reflect stronger interdiction efforts, increased cocaine flows, or both.</span></p><p class="MsoNormal"><span style="font-family: Arial; font-size: 10pt;">The sanctions also come amid broader counternarcotics developments involving Mexico and the United States, including a major security operation by Mexican forces in Michoacán, home to the strategic port of Lázaro Cárdenas; Security Secretary Omar García Harfuch's visit to the United States; and the beginning of the U.S. midterm election campaign.</span><span style="font-family: Arial; font-size: 10pt;">&nbsp;</span><span style="font-family: Arial; font-size: 10pt;">While these events are not necessarily part of a single coordinated campaign, together they illustrate how pressure is being applied on multiple fronts to weaken Mexican criminal organizations. With cocaine representing a major source of illicit revenue, alongside proceeds generated through activities such as huachicol, these actions suggest an effort to economically disrupt criminal organizations by targeting multiple revenue streams.</span><span style="font-family: Arial; font-size: 10pt;"><o:p></o:p></span></p><p class="MsoNormal"><span style="font-family: Arial; font-size: 10pt;">&nbsp;</span><span style="font-family: Arial; font-size: 10pt;">These developments also carry a political dimension. The U.S. government has an incentive to demonstrate that increased pressure on cocaine-producing and transit countries in Latin America is disrupting drug flows toward the United States, particularly as the country approaches its midterm elections. At the same time, the Mexican government faces pressure to demonstrate tangible results against major criminal organizations and the financial networks that support them, particularly CJNG and networks involved in huachicol. The growing number of operations, arrests, sanctions, and seizures therefore makes the pressure currently being applied against CJNG increasingly visible.</span></p><p class="MsoNormal"><span style="font-family: Arial; font-size: 10pt;">However, increased seizures and sanctions do not necessarily translate into a permanent reduction in cocaine flows into the United States. Maritime trafficking networks have historically adapted to pressure from different governments by changing departure points, transit routes, vessels, and logistical partners. But what is the extent of the Mexican cartels' presence in Africa, and why has the continent become a key hub for their operations and expansion?&nbsp;</p><p><br /></p><p>Methamphetamine laboratories linked to Mexican cartels have been operating in Africa for years. According to AFRICOM, the first documented case occurred in Nigeria in 2016. Since then, laboratories have been located in countries such as Mozambique, Kenya, and South Africa.&nbsp;</p><p><br /></p><p>James Griego, head of counter-narcotics operations at AFRICOM, reported that 14 Mexican-run laboratories have been dismantled in Africa since 2023—four of them in Nigeria. Specifically, links were found between some of these laboratories and the Sinaloa and Jalisco New Generation cartels.&nbsp;</p><p><br /></p><p>However, the most significant operation took place in May 2026. Nigerian authorities dismantled the largest clandestine methamphetamine laboratory discovered in Africa to date. More than 2.4 tons of methamphetamine and chemical precursors were seized, with an estimated value of $360 million.&nbsp;</p><p><br /></p><p>Three Mexican nationals and seven Nigerian citizens were arrested. To understand the expansion of methamphetamine production on the continent, experts point to a key factor: the export of Mexican "cooks" to Africa. While plant-based drugs like cocaine or heroin can only be cultivated in specific locations, methamphetamine can be produced wherever two elements are present: the necessary chemicals and the technical know-how.&nbsp;</p><p><br /></p><p>You might wonder, though: why did the cartels decide to expand into this continent? Africa offers numerous advantages. The first is its geography; vast stretches of forest provide ideal locations for setting up isolated, hard-to-detect laboratories. The second factor is logistical: West Africa offers direct access to Atlantic shipping routes, facilitating the transport of goods to Europe and other regions of the world.&nbsp;</p><p><br /></p><p>Added to this is the fact that some African countries have fewer regulations regarding the import of chemicals used to manufacture synthetic drugs. There is also less surveillance at their borders. This facilitates criminal operations and allows them to cut costs when supplying highly lucrative markets.</p><p><br /></p><p>In Europe, the latest report indicates a 47% increase in methamphetamine consumption between 2014 and 2024. Meanwhile, in East and Southeast Asia, seizures of the drug hit an all-time high in 2024. Demographics play a role as well. According to Femi Babafemi, spokesperson for Nigeria’s National Drug Law Enforcement Agency (NDLEA), Africa’s large youth population acts as an incentive for criminal organizations, providing not only cheap labor but also a market for local consumption.&nbsp;</p><p><br /></p><p>This latter aspect is particularly concerning for local governments, as cartels are not merely looking to manufacture in Africa to supply other markets; they also see opportunities within the continent itself. Experts believe this expansion stems from a combination of factors.&nbsp;</p><p><br /></p><p>One is the increased pressure on traditional drug trafficking routes. Since Donald Trump’s return to the U.S. presidency, Washington has stepped up actions against cartels, potentially accelerating the search for new routes and production hubs. Yet, that is not the only explanation—a view shared by Hugo Córdoba, a specialist with the United Nations Office on Drugs and Crime.&nbsp;</p><p><br /></p><p>Córdoba asserts that cartels are following a business logic: seeking new markets where competition is lower.
